Konstantin Eduardovich Tsiolkovsky was a Russian scientist in service to both the autocratic Tsars and their Soviet successors. At one point he wrote a book entitled The Will of the Universe, in which he he put forward his theory on 'panpsychism'. In his works he argued that humans would eventually colonize the Milky Way galaxy.

In Assassin's Creed: The Fall a copy of which resided in The Mentor's Dubai facility.
