Crookandcharlatan, to answer your question about proof that they wanted a crossover...
if you look at the first screenshot of his tweet or if you follow the link to the tweets, you will see that he tweeted "W_D [Watch_Dogs] asked me for a tiny crossover idea."
And the criminal convoy, to me, seems more like a crossover than a little hidden Easter egg. To me Easter eggs are hard, or at least take some time, to find. The criminal convoy seems too obvious to be an Easter egg.
