I have a weird (unconfirmed) feeling that these two characters are the same; is there a way to ask AC creators about it to confirm? There are small hints inclduing the similar appearance: Basim calls her Al-Si'la and her admittance of knowing what Qabiha is. Also logically, she is the last known Order affiliate standing after Qabiha's death. I know it's looks too good to be true, but food for thought.
