Philip Proctor (born 28 July 1940) is an American actor and voice actor, originating from Goshen, Indiana, in the United States. He is also a member of the comedy troupe The Firesign Theatre.

Proctor has appeared in TV shows such as Arrested Development and JAG, and has also done a large amount of voice work in films and video games, voicing characters in the films A Bug's Life, Aladdin, Beauty and the Beast, Finding Nemo, Mulan, Spirited Away, Tarzan, The Hunchback of Notre Dame, Iron Giant, The Lion King, Toy Story, and Toy Story 2. Aside from this, his video games work includes Blue Dragon, Dead Rising, Marvel: Ultimate Alliance 2, Final Fantasy XII, The Lord of the Rings: The Battle for Middle-Earth II, and Metal Gear Acid 2.
