Editing Abe no Nakamaro's letters to Li Bai

I thought it was figuratively just saying "keep quiet about something", but then I realized it didn't make sense in the sentence. After some searching, I was only able to find some brief mention of this being a method of pleading the emperor historically... does this mean that she literally stuffed her mouth with clay? If anyone understands this better, feel free to let me know.)
