As one of the senior members of the league, Norimasa has presided over many assemblies at the [[Aekuni Shrine]] where the Iga ''[[Ninja|shinobi]]'' would gather to renew their vows to the ''ikki''. On 30 September 1581, Norimasa similarly led the assembly, with the addition of newcomer and [[Fujibayashi Nagato]]'s daughter, [[Fujibayashi Naoe|Naoe]]. Early on during the assembly, their meeting was interrupted by the arrival of [[Hattori Hanzō]], who returned to [[Iga]] after quite some time. Norimasa welcomed Hanzo to the meeting, who then announced that [[Oda Nobunaga]] was leading an army to invade Iga alongside the [[Koga ikki]], with the [[Tenshō Iga War|invasion]] being more massive than the previous one in 1581.<ref name="Traditions">''[[Assassin's Creed: Shadows]]'' – [[Traditions]]</ref>

Norimasa and his fellow Igans later bore witness to a duel fought between Naoe and [[Fujita Juro]] when the latter questioned Naoe's worthiness as a warrior of the league. After Naoe defeated Juro, Norimasa and the Igans returned to continue their assembly, renewing their vows as they all agreed to stand against Nobunaga.<ref name="Traditions" />
