The CTOS (Central Operating System) is a computer software package developed by the Blume Corporation that can successfully maintain full control of a city's entire information, security, and logistical networks and run them efficiently; the CTOS also maintains the criminal records and any personal data of every citizen in the city in which it is operating.
In late 2013, the Blume Corporation sent a corporate sales email to Abstergo Entertainment's CCO, Olivier Garneau, advertising CTOS, and offering the possibility of having a localized system installed at Abstergo Entertainment's Montreal facility.
