Hey, that guy figured it out. But, going by the description of the third issue of The Fall, the Staff wasn't destroyed in the Tunguska explosion. Nikolai Orelov found his way to Tsar Nicholas II to ask him for the location of the Staff, even though the explosion had already happened.
