if they did the roman empire they could have the emperor and the government of rome as the templars, and the assassins could be made up of those from other countries that are under roman rule, ie; celts, spanish, britons, jews, and carthaginians. perhaps the protagonist could be a decendant of the barca family and would inheritantly hate the romans. the city of rome could be the setting; this would give you a huge and imensly populated city full of huge buildings like the collosseum, the capitol, the senate building, and the temples and bathhouses scattered around the city. other cities like jerusalem or alexandria in egypt would also be awesome. you could have roman armor, celtic armor, greek armor, italian armor, and even special armor like that belonging to alexander the great, hannibal, leonidas, or the celtic general vercingetorix. your weapon selection would be huge and probably include celtic longswords and shortswords, greek spathas, roman gladii swords, villanovan antennae sabres, persian daggers, falcatas, kopis swords, egyptian khopesh swords, makhaira swords, roman daggers, dolabra axes, persian axes, bows, belly bows, throwing knives, celtic javelins, pilums, saunions, and celtic clubs. oh and of course we must invent the hidden blade ;) for the first time you should be able to customise your weapons to a certain degree by visiting certain craftsmen, the same with your armor and cloths. the protagonist could be tasked with assassinating roman officials, senators, generals, governors, or even the emperor. without gunpowder, most of the bombs would have to be fire orientated. however you could use greek fire.
