If they keep an open world modern times aspect AC then it can't be in AC3. Firstly the Assassins have only 2 months for the Catastrophe, so Desmond simply doesn't have the time to jump around new York. Secondly, the Assassins are losing the war and are in hiding so they will be seen if they free run around New York.
