All the supposed "extra content" is usually on the disk. Once again using Prototype 2 as an example - the armored/zombie/test subject/soldier skins for Heller, plus some over the top cheats and weapons are seemingly unavailable for PC crowd. One trip to a certain forum and grabbing an unlocker, and viola, it's all there.
