It's very plausible that they changed or developed over time, but we (or at least I) don't know how, so I can't really comment on that.
And yes, King Henry VII was, he even offered the Assassins a seat on the Star Chamber. Though Mary I was targeted (and assassinated?) by the Assassins, and Elizabeth I had an Apple of Eden. John Dee had an Apple of Eden too, maybe the same one as Elizabeth. It's also likely that Elizabeth inherited the Apple (hidden as the globus cruciger) from Mary. :)
