He/she could possibly be at the signing of the Treaty of the Rights of Man (or mayber the Tennis Court Oath) as well, like Connor is at the signing of the Declaration of Independence.

Also, why is there a premature question mark in my first reply? I can't get rid of it and it's starting to bug me.
