I found another connection between Watch_Dogs and Assassin's Creed that would suggest they are in the same universe.

In the Watch_Dogs mission Big Brother, Jackson can be seen playing Child of Light. This obviously means Child of Light is a video game in the Watch_Dogs universe.

In Assassin's Creed Rouge, Abstergo guards can be found talking about playing Child of Light. This obviously means Child of Light is a video game in the Assassin's Creed universe.
