For stories and characters:

1. Good spelling, grammar and punctuation.

2. Good storytelling and descriptive detail in stories (this one is really down to opinion).

3. If not finished, then regularly updated work.

Any artwork or animation is really down to preference, but in my opinion artwork should be realisic and capture a scene/emotion.
