No, he is not. He's wearing just regular clothing. But still, how many people without missions linked to them do you see at the exact same spot where this mission is given who are actually targetable?? In that case, it's speculation if there's no way to really confirm it, and we don't allow speculation on articles (at least, we're not supposed to). It could be a glitch or something; I've had randomly targetable citizens in my game before. --Crimson Knight _Intercom 21:11, May 21, 2014 (UTC)

Ah... well... I don't really got an answer to that really, because obviously I cant be sure. would it help if I would check that area again later to see if the same couple spawned and the guy is again targetable?? seeing how I'm kinda eliminating the variable of him being a random targetable citizen.
