Edward is not gonna go around killing innocents. Ubi wants an Assassin's creed not a GTA. Besides, Edward's actions can't directly affect the Order's American branch's destruction in 1763 (except the fact that he is responsible for Haytham's existence, lol), because Edward was an English Assassin.
