One is not greater than the other. Graphics, gameplay and story must perform a balancing act to make a good game. If you have horrible graphics you won't care what kind of gameplay or story it has. If it has a horrible story you won't be playing it or you'll get bored and return it. If it has horrible gameplay it'll be crap.

And yes I realize not every game has a story like The Walking Dead, and every game doesn't have graphics like Crysis 3 and not everything has the gameplay of Assassin's Creed. It depends on the game, content and genre on what kind of balance is required for the game. Journey has no set story, The Walking Dead has little game play, but both are successful (I know I gave no graphics example)

But the reason that graphics is seen as so important is because as fans and players the first thing we truly notice about a game is the graphics.
