Westminster, a borough of London, served as the abbey and hospital for the rich during the Industrial Revolution, not catering the poor. It was the place where the aristocracy of London resided. Piccadilly Street in Westminster contained such residences as Whitehall Palace, Devonshire House, Clarendon House, Malborough House, Buckingham Palace, and of course, the Palace of Westminster.
