The Animus Core was a simulated location created by Abstergo Industries, as part of their Abstergo Entertainment branch. In this regard, it was available to members of the public who purchased the Animus games console.
The area's environment was stylized as pure Animus software, while its center resembled New York. Interestingly, the purely simulated portions of the Animus Core did not experience weather conditions.
