Monro was a honourable Colonel. His will to help the others and his respect to his own opponents showed he was a good man too.
Although many of the templars are portrait as currupted and hungry of power, Monro was kind and did not believe in power as an objective, but a media to help others. His actions prove his own words, that he really cared for the people in the colonies, when he showed to Shay how he used the recovered money that the assassins gained from the extortions and robberies done in the town. He used that money to rebuild constructions and to help the city of New York, showing that although he was  powerful, he did not used his power on selfish purposes.
Monroe was also very protective over his people and when the assassins were threatening the Finnegans and asking  them for money, he went to help them, also taking advantage of the situation to show Shay how the assassins were abusing of the citizens and make him an ally. He was friend of the Finnegans and also of their dead son who was equally a templar at his service. Monro tried to save his men with negotiations when the battle was on risk and when Shay asked him to get in a safe place he refused, showing he would not let other people to die for him if he could do something about it.
Monro was strategic and  clever and he took advantage of many situations concerning to getting Shay as an ally, while solving other situations in the process. He probably knew the Finnegans were having trouble with the assassins and he ased them to tae care of Shay, knowing Shay could help them and also would see some dark aspects of the assassins and good ones of the templars. Perhaps he thought of Shay as an opportunity to redeem himself for the dead of the Finnegans' son, mentioning Shay was similar to him. Still he got also the trust of Shay and also got one of the buildings in New York repaired, asking Shay to use the money that the assassins took to the reform of the building. He probably would have needed help to defeat the assassins gang on New York and Shay was capable to do it by himself, so Monro took advantage of that and solve one more problem. He later invited Shay to his missions helping the templars, it was without a question that Shay's help was a big advantage when it came to save indian hostages from the assassins and to success in further missions. Monro not only used Shay's help and got his trust, but also was evaluating Shay's moral to see if he could trust him.
With some years of knowing Shay he was already his ally and friend and Shay probably thought of him as a  mentor or even a father figure. They trusted each other and he revealed to Shay that he was the one who saved him and that he new of his past as an assassin and that he really thaned for his services to the templars.
Monro stated to Shay that he trusted him, gave him the manuscript and said he owed him nothing, maninly because Shay helped him in the past without knowing. Monro showed shay how the templars wored and let him choose if he wanted to join them. Monro was sure Shay would become the best of the templars, and his faith on him lasted until his last moments, giving his templar ring to Shay before dying.
Monro was one of the most honourable and generous men of his generation, not just among templars but also among assassins, he believed in Shay when the assassins didn't and trusted Shay the fate of the world.

George Monro (1700 – 3 November 1757) was a Colonel in the British Army during the Seven Years' War, and a member of the Colonial Rite of the Templar Order.

Biography

Working with Shay Cormac

In 1755, Moro had his men rescue the Assassin Shay Cormac, after he had left the Brotherhood. He was subsequently taken to the home of Barry and Cassidy Finnegan. After Shay managed to oust an Assassin-allied gang from their headquarters in New York City, Monro recognized Shay's potential and was convinced he would excel above all others within the Templar Order, so much so that he even told the Grand Master Haytham Kenway such.

In 1757, Monro was assigned to work in Fort William Henry, as an alliance between the French Army and the natives threatened the security of the fort. During the siege, Monro was forced to surrender due to lack of reinforcements. However, the natives did not honor the surrender and ambushed Monro and the remaining British troops. With the timely arrival of Shay, Monro and his men fought off the natives and gang members, heading for the safety of the Morrigan afterward.

As the ship cast off, the Assassin Kesegowaase appeared on shore, enraged that Shay had survived and allied himself with the Templars. Before the Assassin could leap onto the Morrigan's deck, the crew threw a barrel of gunpowder onto the dock, where it exploded and scarred Kesegowaase's face.

Death

On 3 November 1757, Albany was under attack by the Assassins, led again by Kesegowaase. On the behest of Shay, Monro headed for safety with the Voynich manuscript in his posessionn. However, Monro was fatally wounded by Liam O'Brien, who took the manuscript and left Monro to die in a burning house.
