Everything I've seen suggests that Unity is Assassin's Creed V, they just chose not to go with the numbering. Rogue seems more like Liberation to me, since it adds to an already established story. It's also unlikely that Ubisoft would make a filler game for the current gen and save the main attraction for last gen. That'd just be silly.
