Louis Mills was a crew-member aboard the Providence headed to early Boston from England. He was likely to have been an associate of the Assassin Brotherhood.
After Haytham Kenway assassinated a patron and stole his amulet (the 'key') inside the Covent Garden Theatre Royal, Mills was assigned to follow Haytham on his boat, the Providence. Mills painted barrels of cargo and threw them into the ocean as the ship progressed so that another ship, presumably full of assassins, could follow.
