I think he's saying that because Vidic basically dropped off the grid in Brotherhood and Revelations, whereas an antagonist usually has direct involvement in a storyline.  Vidic only had some kind of influence to the plot in AC1, AC2 and AC3... that and... most antagonists are created for the purpose of one story/game/movie... whatever it is we're talking about.  If not, I don't know why he said that.
