Jack the Ripper would depend on what part of the Victorian era they set the story in. If it's early Victorian era, he wouldn't appear, such as the 1840's, but he would if its set around the 1880's.
Also, is it just me or are the better Assassin's Creed games set after historical periods rather than events. The periods of Ezio-Renaissance and Edward-Golden age of Pirates seemed much better than the events of Conner-American War of Independence and Arno-French Revolution.
