In the AC forums some people analized the images and started speculating about the game, and deduced that since street lighting in England wasn't enforced until 1878, the game MAY take place no earlier than that. So yeah, it looks like Victory will take place late in the Victorian era, decreasing the chances of seeing Dickens or Karl Marx but increasing that we'll see Jack the Ripper in some way or form.
