That is an issue with Arno's character yes.

My frustration is partially caused by the general occurence of Aveline being forgotten. But even if you discount that, I can't see her ignoring a threat like Shay. Then again, she's a bit further south and she might be responsible for her own Assassin branch in Louisiana. 

I think she wouldn't hesitate to assist Connor though, whether or not it was asked of her.
