She's not just mentioned by Subject 16 in the new 'The Truth' program, but Juno also brings her up in her speech to Desmond. Specifically, she says: "There is one who would accompany you through the gate. She lies not within our sight."

I took that to mean that, whoever this woman is, she wasn't Lucy or Rebecca or anyone within 'our sight.'
