Before Bayek's time, the Assassins were ragtag groups of people who shared an ideology, but weren't an actual organization in the sense that they weren't organized. Bayek becomes part of the founding of the actual Order/Brotherhood, when they actually started calling themselves Assassins, rather than this disorganized group of people with one ideal.
