Yes, that is the case, actually all swords should have been around a gladius size. It is especially obvious with the Espasa which is based on a particular dagger, though in game it is depicted as a sword. It seems the devs decided that Medieval length swords would be more cool for the audience and shorter swords would be boring or it has to do with the combat mechanics as short swords would have very short range and therefore would be a hassle with the new system.
