problems with Havana contract

hi my name is zach wilson. i am having problems with black flag. it will not let me finish the last assassins contract. the contract is in havana. when ever i look on the map the assassin contract icon appears but whenever i go to havana it is not there. i had tried to complete the contract awhile ago and the target got away and it said to just come back and try later. (that was before i started experiencing this problem) but anyway it wont let me do the last contract, i hope that someone can help me out. any help would mean alot.
