And also remember every character you see is gonna be a multiplayer character i think

The character from the screenshot you think is the Officer can't possibly be the actual Officer. He doesn't have a cape like he does in the Limited Codex edition image, and he has an armour, which he doesn't in the LC edition image. This means it's a completely new character, besides the Harlequin Girl we also see in the screenshot. And if you look real close you can see a new thief-looking character between the barber and the 'armoured-not-officer-character'. Three new characters from one screenshot!
