I am not sure if they are intended to have extremely limited free-running abilities or if it was a glitch, but I once saw a Brute jump to a low, close ledge (from the sidewalk to the side of a bridge), pull himself up, and run along it for about a half a second in the manner Ezio does when running on a tight rope with the high profile and leg buttons held down.
