Robert Waugh (unknown – 1862) was a photographer involved in the pornographic industry and an associate of the British rite of Templar Order during the Victorian era.

In 1862, after he had shoot his associate Boot in the head to silence him as he was interrogated by Assassin Ethan Frye, also killing an innocent little girl who was passing by, Waugh was chased by a furious Frye who killed him by plundging his Hidden Blade into his heart. Later, Frye disposed of the corpse on the construction site of the first underground railway in London as part of his plan to acquire a Piece of Eden seeked by the Templars.
