Graham Westerly (died 2029) was a SIRS Liaison and a member of the British Rite of the Templar Order, active in London during the early 21st century.
After Lucas Clarkson broke the truce among the Assassins and Templars by entering London,[2] Westerly had him captured and interrogated in order to discover the location of a hidden Assassin tomb in the city.[3] Despite managing to learn the tomb's location, he would ultimately fail to claim it for the Templars due to his death at the hands of Lucas' sister, Darcy.[1]
Biography[edit | edit source]
Graham Westerly was an intelligence liaison to the British Crown and ran the the SIRS office in Buckingham Palace. He made his name overseas for his ability to extract information from detainees through violent torture that relied on the removal of teeth and fingernails.[1]
At some point, Westerly brokered a deal between the Templars and the weakened British Assassins, giving the Brotherhood the chance to leave London with what few numbers they had left in exchange for them never setting foot on London again. In 2029, he discovered that two Assassins, the twins Lucas and Darcy Clarkson, had broken the truce by entering the city, and promptly tracked down and kidnapped Lucas. Darcy attempted to negotiate her brother's release, but Westerly refused, as Lucas possessed valuable information he desired.[3]
The Templar strapped Lucas to a machine at Albion Station Kennington and tortured him for the location of the Assassin tomb, which Lucas eventually revealed to him. Westerly then monologued on how the Assassins were regularly reduced to nothing and were often made up of the unruly lower classes, before Lucas interrupted him by saying he would rather die than hear another word from him. In response, Westerly revealed that he wanted Lucas to be alive to witness the Templars' victory when they breached the tomb, though the torture he had inflicted upon the Assassin proved to be too much and Lucas succumbed to his injuries.[3]
Now aware that the Assassin tomb was located on the grounds of Buckingham Palace, Westerly sent agents to find and access it. However, they were all neutralized and his security system scrambled by a DedSec operative, who was working with Darcy to prevent the Templars from entering the tomb. Undeterred, Westerly decided to head to the tomb himself and managed to breach it alongside a team of Templar agents, whom he ordered to find and kill Darcy. However, the Assassin dealt with his guards before stabbing Westerly with her Hidden Blade.[1]
In his final moments, the Templar remained scornful of the Assassins' cause, saying that he held no respect for a group of killers who fled the city instead of fighting him and that his death would not prevent the Order's grand plan from coming to fruition. However, Darcy disagreed with the notion that the Assassins had been defeated and stated that the Brotherhood would rebuild their strength in London and drive away the Templars. With that, Westerly finally succumbed to his wounds and passed away.[1]

Graham Westerly is featured as a character in Watch Dogs: Legion, a game also developed by Ubisoft. Despite being made by the same company, the crossover is purely "fan service" and is thus not considered canon within the Assassin's Creed series according to Watch Dogs: Legion Live Producer Lathieeshe Thillainathan.[4][5]
