Dey hook, and dey blade.

Storyline wise, I suppose because it was created by only the Ottoman Assassins and possibly later adapted by the Italian Assassins through Ezio Auditore, and it is possible that no Italian or Ottoman Assassins migrated to the New World (America). Therefore, the knowledge of the Hookblade may not have gotten there.

Game-play wise, I don't know. Perhaps because there were people who didn't like it, but I'm not sure if the people who didn't like it are a majority.
