There are different iterations of the double headed eagle. This particular one is the flag of the Orthodox church. Source: http://en.wikipedia.org/wiki/Double-headed_eagle#Examples_of_double-headed_eagles It is clearly different than the eagle used by the Seltzuks or the Holy Roman Empire.
