When Machiavelli is seen retrieving that thing from the guard, it says at the background that "laws are changed at the highest bidder." So, I guess it's just a corrupt guard giving something to Machiavelli in exchange for coin.

Plus, I wouldn't think they'd give away such a major part of the story, if what Rayne says is true.
