My choice would be Julius Caesar, although i imagine that would be an extremely difficult game to make, and if it were done it wouldn't be very efficient, maybe have it as a spinoff of some sort, but not a main title. My second choice is Napolian's rein after the French Revolution, although during would be acceptable.
