With the structure of the Brotherhood i have always just assumed it was broken down by first continant, then country then city.... So Ezio was leader of Europe, Italy and Rome while say Antonio( spelling?) Was in charge of Venice....but his suprior was Ezio and being in the same role as say Yusef of Constantinople.
