As I have speculated before,I think that he is officialy Assassin,but in reality he is a Templar infiltrated in Assassins (probably by Haytham and he is working on his orders).That would explain his hood and i'm sure he has hidden blades too (and he is working like an Assassin).And that Assassin that gets killed seams to me like he knows him.Actuall that they both know eachother,ke kinda hesitates to kill him.
