Crimson, with only 3 Templars dead and Church on the run, the Templars had already lost most of their influence.

Connor asked Haytham at some point of the game " Don't you Templars have conections everywhere?" The answer was " We did, before you took them down".

That and a revolution on the run, i'd say Connor had already destroyed most of Templar work. Following Achilles' chart, they lost land, mercenaries and black-market/gangs control, plus the logistics of Church.
