What Kain said. The game can still be good, but it definitely exists because Ubisoft knows many of its customers haven't upgraded to new gen yet. Two new locations by themselves are going to require a lot of research, so reusing New York is a good shortcut.

There probably will be at least a few differences, though. Like half of it won't be burned down.
