There has been no official word on when exactly Victory is taking place as it really wasn't supposed to be announced yet. Ubisoft has only confirmed Victory is real.

As for Rogue DLC, no real word on this either - it's been asked during an interview pre-release, but the answer was "we can't talk about that at this point in time". So, it's possible they're working on it, but it's also possible we won't be having any DLC (as was the case with Ubisoft Sofia's previous AC game Liberation). I agree with you that Rogue desperately needs a good dlc expansion though.
