I think he doesn't mean that the Staff can change its shape, but they have multiple shapes and forms. For example, the Papal staff and the Tsar's. I think he doesn't mean that the Staff can change its shape, but they have multiple shapes and forms. For example, the Papal staff and the Tsar's. The first is large and big, the second is short and small, meaning that there're multiple staves out there.
