Timon will be at the port but you won't be able to interact with him, presumably unless you've started the storyline bit that sends you here to Boeotia. He appears to be essential (no health bar when targeted, target scope turns dull gray), which gives further evidence of this. Ironically, other parts of the quest are accessible - e.g. Astra is running around Boeotia and will attack you on sight, despite you not having a clue why and who tf her cousin she's yelling about is. She's also killable which seems to me to be a greater oversight than simply locking Timon away. Can't interact with Timon before storyline quest
