:If so, it's probably only at the beginning of the game, since Woodes Rogers kinda' reclaimed Nassau for the British. Mid-way through the game, Nassau probably won't be the "pirate republic" it was at the beginning, so any renovation would be wasted. If we will be able to renovate it, Woodes rogers wont take Nassau or we won't be able to renovate "anywhere" but only Jackdaw and Edward himself. Building Your Own City
