I'm pretty sure, the riots weren't incited by Yeltsin, but rather by an attempted coup by communist party hardliners in August 91' that was meant to overthrow Gorbachev. Boris Yeltsin was '''opposed''' to it, and he backed the people in stopping it. Shortly after, the remaining republics of the USSR declared independence (not really due to rioting) and the Soviet Union was dissolved. The rift doesn't seem to explicitly mention anything having happened differently in the AC universe.
