The People's Commissariat for Internal Affairs, abbreviated NKVD, was the law enforcement agency of the Soviet Union. It was founded in April 1917 as the direct successor to the Ministry of Foreign Affairs.[1] Falling under the direct control of the Communist Party,[1] it was also a part of the Red Army. [citation needed] This police force conducted many acts of state terror, including the killings of many Greeks from Pontus. [citation needed]
