Jenkins was a member of the Royal Navy serving around 1718. In that year, he infiltrated a gathering of pirates at Ocracoke to identify whether the well-known pirate Edward "Blackbeard" Thatch was present.
During his investigations, Jenkins' sly movements attracted the attention Edward Kenway, who pursued him through the outlying forest and witnessed him signalling for a Royal Navy mortar attack on the encampment.
